problem with open com port without administrator privilege

When i try to open my cash drawer that using USB to USB cables on widows 10 using utility or using the cmd it doesn't open unless i run the utility or the cmd with the administrator privilege , i don't want to give the users admins privilege at the domain or the local computers due to security and the company policy.
