Problem with File Explorer windows being hidden in windows 10.

In Windows 10 my file explorer windows will not show. I can open as many as I like and when I hover over the file explorer icon on my taskbar it shows the windows that I have open but if I click on one of those windows nothing happens. I have fully shutdown and rebooted many times but that doesn't solve the problem. I also have run sfc /scannow. In Settings I changed the file explorer options back to the defaults and that didn't help. I created a new user account and that account is able to display file explorer windows so apparently my account information is somehow corrupted. How do I fix
