Problem installing NDIS network card services. Bug: group policy

I want to install the NDIS service of the network card, which I need for miracast. When I try to install it, I go to the "properties" of the network card => install => service => click add => Microsoft NDIS capture, and click OK. But the service does not install because I get an error: Cannot add the requested feature. An error occurred:This program is blocked by group policy. For more information, contact your system administrator. I will say at the end that the account I am using has administrator privileges. Sorry for my language, I do not know English well.
