Old title: microsoft wireless adapter needs wifi?

I just bought the Microsoft wireless adapter and to my understanding I didn’t need wifi to use it. I recently moved and have dish. So, I have WiFi but my internet is like a data plan and not much of it. I'm able to download movies and stuff at work with WiFi and planned on watching them at home with the wireless adapter. I'm using a Lumia 640 with windows 10.
I wasn’t able to connect to it when I first got it until I turned my WiFi on. After I turned it on I was able to connect and I updated the firmware like it instructs to. My concern is that it is using my WiFi in order to work. I'm forced to have my WiFi on in order to cast so it means when I surf the web it's using my WiFi.
Anyone know if this adapter uses WiFi? Or does it just need WiFi to connect to miracast with my phone?
