Pro digital license after hardware change/wipe

After replacing my motherboard, Hp assured me when wiping my laptop I would retain the digital key to my purchased pro upgrade (via Microsoft store). Now that the laptop has been returned, I am not able to transfer the upgrade. Microsoft has not responded to my service requests. How can I recover the digital key that appears to have been locked to the hardware? The bit key information to the old laptop is still showing I. My Microsoft account
