Print Spooler not listed in Services menu

I am trying to add a new wireless printer to my surface pro. The printer is listed, but not connected and cannot be added as the default. The error message reads 'printer properties cannot be displayed. The local print spooler is not running' When I go to the services menu to restart the spooler, spooler is not even listed as a potential program. The list goes from Spot Verifier to SSDP Repository Service in alphabetical order skipping right over spooler on both the extended and standard list.How can I re-add the spooler back to the computer?
