prevents shut down

[Windows 11]

i dont get starting sound ( starting sound is ON in settings) and on shut down msg is windows/device directory client / registered user device is running, i have to force shut it to shut computer,,,windows 11,, 2nd question how to get rid of Microsoft cloud backup
