powershell dont close ports properly

[Windows 11]

I have nodejs server project, and everything worked fine, until I updated windows 2 versions more. (so from 2020 windows, to this latest update 2024 which it is). But in all that, it seems like Powershell got installed buggy one, I don't know how to install older version, or how to fix this. When I run nodejs server, and click Ctrl + C , to stop process. But powershell doesnt do it properly. Also, CMD doesnt neither.
