Power Plans are managed by system administrator?

Hi, I'm using Windows 11 and my power plans are greyed out with the text "Some settings are managed by your system administrator." This is only found in my Power Plans window. I really want to change my power plans so if someone could help me, that would be great. (Note: I have already tried Group Policy Editor and Diagnostic Data changes)
