Pop up - access has been blocked and. Computer is locked. It gives a number to call but I have not called it but it won't let me back out and is froz

Pop says access has been blocked for security reasons and gives a number to call I have not called it but my PC is frozen on it and won't let me back out of it how do I fix this* Moved from Community Center
