policy for deployment of Outlook Quick Steps templates

Hi, we are looking to have some Quick Step templates pushed out via policy so that they would be available to all outlook users. It looks like there are a bunch of older articles on this (quick steps stored as message files on the PST) so I wanted to see if this was still the case especially with the move to Exchange Online. One use case is to simply have [SECURE EMAIL] in the subject so users can send encrypted email. Any way to share these globally would be great.
