please save my eyes, my brightness level is always 100% when my laptop is on battery!!!

Hi, My problem is: I can adjust Brightness normally when my laptop charger is plugged in, but when I'm on battery the brightness is always 100%!!! and i can't adjust it. note: the brightness slider changes normally (100 - 90 - 80 .... etc) but nothing actually happens on my screen, it stays 100% bright
