Pin required to sign in

Cannot get into computer because it requires a pin when i try to create one it loops me back to sign in page. Only two options are on pin page “skip” or “retry” both get me looped back to sign in page. I cannot change any settings because i cannot get past the sign in. I dont know any of the particulars such as version of windows etc. it is a new computer. I was able to get in it for a month, then the pin restriction stopped me. Please advise.
