Pin not working, No internet

[Windows 10]

I cannot log into my user profile when my computer starts up. It says "Something has happened and your PIN isn't available", with the option to set up a new one under it. When I click this though, it says I need internet to do so. When I click the internet settings in the bottom right corner there isn't even an option for my internet or wifi settings, with only the option for airplane mode. How do I fix this? I've tried resetting my computer multiple times and rebooting my wifi router as well, it is still the same.
