Pin Not Working For App Permissions

So whenever I type in my admins (parents) pin, it says something went wrong, try restarting and the error code is 0x8007139f. I've tried restarting, and it didn't work. Also, if this helps at all, I remember turning my PC on and seeing some sort of BIOS type interface, but I completely forgot what they said, all I know is that it said to press Y to update? I don't really know I forgot. Any solutions will be greatly appreciated. Reminder: I can't access ANY administrative programs, as I need my admins (parents) pin to access it, and it's not working.
