Pin Not Working For App Permissions

Ok so whenever I open up an app, like FanControl for an example, it asks for permission. usually I would just type my parents Pin because they told me it. Recently, I booted up my PC and some update thing (I really don't know what it was I forgot) said something about "press Y to restart" something like that. I have the error code 0x8007139f. Now, whenever I try and put in the admins pin for anything, It won't let me then says try restarting. I dont know what to do, and reminder I can't access anything that needs admin (e.g. cmd prompt). Please help me, my friend is waiting on me to play Marve
