PIN and CMD Resets Not Working

I am getting the error that says "something happened and your PIN isn't available. Click to set up your PIN again." It says I don't have internet access and can't access the internet despite having been connected. I've used the command prompt under Advanced Settings and unlocked my C drive which was originally locked by Bit Defender Encryption. Then I used the prompt:C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET But it DOES NOT WORK.
