Photos won't display on Windows 11

I have a new HP Spectre laptop with Windows 11 Home. I moved my photos from my old laptop to this one. I can see thumbnails of the photos, but when I click on one, I receive an error message stating that a default app has not been set up for that file type (jpg). In fact, if you look in settings the Microsoft Photos app is set as default for jpg files. The photos display correctly with the screensaver and I am able to print them by right clicking on the thumbnail.Help!
