Photos App is not seeing all of my photos.

Photos App is not seeing all of my photos. I seem to have a few hundred pix that are not in folders. Not sure how that happened. The app does see many (maybe all) that are in a folders. I am aware that there is a button where I can add folders from my former photo manager. I guess that is now Legacy. But there doesn't seem to be any provision for individual files. All of my photos are synced on One Drive but I have required them to be available on my PC. I have also noted that I some of my photos seem to have copies in various locations. Not sure how that happened. As I use One Drive,
