PhoneLink Doesn'y Start w/Windows

PhoneLink doe not load on opening Windows as it had before. I looked settings and under 'App Behavior', it showed 'The administrator has disabled this functionality'. That happened without my intervention. After the reinstallation, I chose to have the app open on opening Windows; however, it reverted to that behavior being disabled.
