Phone Link will not display .heic images

I have a Microsoft Surface Pro 3 running Windows 10 Pro V 22H2 Build 19045.5247. The Phone Link App will not display .heic files received in messages from iPhone users. The app says 'View this content on your mobile device. I can open and view .heic files within the Photo App so there doesn't seem to be a problem handling the file extension, they just won't display in the Phone Link app. I do have the HEIF Image Extensions and HEVC Video Extensions installed. I have removed and reinstalled Phone Link as well as the two extensions but no difference. There is very little information suppor
