Phone Link Problem: Code: 0x80073CF6

When I try to open Phone Link it will not open, and it will not show in my settings in the system components or Installed apps sections. When I open the store, it says update. I hit that button and when it reaches 100%, it says error, retry. Code: 0x80073CF6 Please help
