Phone Link Notifications not Syncing

I just recently got a new phone and I get everything work except for notifications. Notifications pop up in the notification area of windows. I can send and recieve texts and phone calls. I can interact with my photos. I can screen mirror. The only thing that refuses to work (and it worked on my old phone) is notification syncing. No matter what notifications I get, the notification area says "No new notifications".I have tried repairing and resetting the program. I have tried uninstalling updates on my phone and restarting.
