phone link for windows 11 does not sync to paired iphone 16

I am running Windows 11. It is fully up to date.I have the latest Phone Link app, up to date. To be sure, I have run "repair" and "reset". I have a new iPhone 16 (5 days old). The two devices are paired with Bluetooth. I have toggled "sync contacts" and "show message notifications" to the "on" position.I open the Phone Link app in Windows and generate the QR code. I scan the QR code with my phone camera, and the phone then says "Your phone will connect to a paired PC when in range."And that's it. Nothing else happens.
