Permission Issues

So the original problem I was having is I was trying to do some python homework. The homework had me working in a python shell and I had to run the command "dir C:\ >> C:\pythonOut.txt". Whenever I ran this it was coming up with "permission denied". I have had some issues in the past with permissions issues even though my account was an administrator account.
