Pc wont shutdown after playong cs2

Hello my pc cant shutdown when i played games on my pc. If i go to shut down pc it just simply wont go like it doesnt register my press and i cant open task manager. I have done logout of my acc of windows and then shut down but then i get a infinite loading plss help
