PC won’t open anything

This isnr a recurring issue, but sometimes when I turn on my PC I literally can’t do anything, nothing opens no matter what I press, nothing. Usually I just unplug the power and turn it on until it magically fixes itself but it’s still an issue nonetheless. Does anyone know how to fix this??
