Pc won’t fully boot

[Windows 11]

When I turn on my pc only the pc and keyboard turn on and mouse and monitor don’t turn on. To get it on I have to turn it on and off via the power button around 10 or so times and it will boot in safe mode. There is a flashing light on the case and I have already tried resetting windows and it worked for about a day after but will eventually devolve back to this state. When looking at event log to see the failures it always says something about unexpected file names.
