Pc will not fully shutdown after installing new GPU

[Windows 11]

I have just upgraded my GPU from a rtx 3060 TI to a rtx 5070 TI and now whenever I try to turn my pc off or put it to sleep my motherboard lights, case power button light and fans stay on. My monitor say there is no display port output and my keyboard and mouse turn off. I have updated my gpu drivers, bios, chipset and checked over power plan settings (fast boot is off).
