Pc turns on but monitor say “no signal” and keyboard not working.

My PC turns on, fan spins, but there is no output to monitor, which shows 'no signal' and the keyboard does not light up. I have tried all the suggested diagnostics such as unplug power, take out the CMOS battery, re-seat the RAM, clean RAM etc but nothing. Any suggestions how to get this PC to display and work again are welcome.Many posts i have read suggest entering BIOS etc or settings - i cannot do this as no display!Please suggest fixes for my situation as above.Thanks
