PC Stuck in Preparing Automatic repair.

PC starts up normally, then freezes during normal startup and turns off and then enters “preparing automatic repair” and gets stuck looping forever.I’ve tried f8 and f12 during startup. I cant get to the troubleshoot screen at all.I’ve tried hard power off, remove battery/ac power.In the pre boot system assembly the only 2 things that fail are the cables and the hard drive.I’ve left it for over 24 hours and it’s still says preparing automatic repair.By the way the computer is a Dell Inspiron 15 3000 series released in 2014.
