PC Stuck in Aptio Setup Utility

My son got our PC stuck in the aptio setup utility screen. I cannot figure out how to get it out. Pressing F9 while booting does nothing, I cannot find options for "Launch CSM" or disabling fast boot or any other options mentioned in other threads. I've tried everything I can to bypass this menu or even factory reset the PC and nothing is working. There is no error message when starting up, it just gives the option to press escape for the windows startup menu (none of those options work when selected, they all bring me into this as well)
