PC randomly stuttering(freezing/lagging) with buzzing audio

hello!I am experiencing micro stutters or some sort of freezing with a buzzing audio , the buzzing sound isn't from my PC its actually an audio from the system (not hardware, actual audio) , particularly during gaming but also when using the system for everyday tasks. The stutters appear as random lag, causing a significant disruption in both performance and audio. The issue closely resembles what is shown in this YouTube video:
