PC randomly crashes shortly after start

As the question suggests my PC has been randomly crashing on start for several months now but I finally got annoyed enough with it that I figured I seek out some help. Upon starting most of the time the PC will work normally and have no stability issues during gaming or normal productivity. But about 10-15% of start ups cause the PC to hang within 1-3 minutes. This leaves enough time for some start up apps to launch (like Spotify or Firefox) but when I try to open them they will either work for about a minute before freezing or show not responding immediately.
