PC Not Detecting New SSD

[Windows 10]

I just installed a new SSD. Two cables are attached to it (I guess SATA and something else). When I boot up my PC I get something about selecting a boot device. I cannot select anything because this message is the only thing on the screen. I restart the PC and the message keeps coming up. If I plug back in my old SSD the PC boots but the SSD is not detected so it's like it's not even there.
