Pc is acting weird

I wanted to go on a website then there it stood, my pc was locked. I thought it was a prank from the website but couldn't use discord too. I tried restarting it now for 15 min it says The Update(idk how it is the last step like on German it says verarbeitet) and it's stuck on 7%. Now I am worried that my pc eas locked
