Pc freezing when clicking on an icon

My pc suddenly takes awhile to boot up about 6-7 minutes. After its booted up once I try to click on any desktop icons I get a white screen and the desktop resets. I cant open any programs due to this. any tips to help? I made a new local microsoft account but the issue still persists
