PC crashed and will no move beyond the blue reset/restore screen. ALL options within this menu have been tried. No corrupt files found nor can i reset

My PC recently crashed and I cannot reset or access anything beyond a blue screen that suggests several restore/reset options. E.g. reset, safe mode, etc. Every path I take, though, circles me back to this screen. I continue to to receive an error message that essentially states "can't do what you want, I'm broken". The self fix it system has run through the file system, but it did not find any issues...."no problems. no further action is required". Attempting to go back to previous updates doesnt work either. I have been through every youtube video i could find, but I literally cannot do any
