PC constantly lagging no matter what

I have experiencing a lot of lags no matter on what I do on my pc. While playing games or just watching something on internet. My ping suddenly goes high for couple seconds, Freezes and also lots of screen tearings. I've tried updating my bios and windows, also ran a check on my pc and everything looks fine but the issues still remainsMy PC SpecsNVIDIA RTX 3060 TIIntel I5 12th gen16 GB Ram
