Pc booting to black screen and spinning wheel

For the last week my pc has been booting to a black screen and spinning wheel, it passes bios and everything but booting windows it doesn’t start. I’ve looked everywhere for fixes done the safe mode driver deleting and what not but it still every time I shut it down re boots to the black screen, I have no clue what to do and there’s not much help out there
