Pc becomes unresponsive and unable to open any sort of app after closing a game

Hey all,Little issue here today. Been going on for a little bit now, would say maybe a few months but haven’t got around to addressing the issue. Any sort of game I play, whether it be Escape from Tarkov, The Sims 4, Counter Strike 2, anything, my computer will not open another game again, unless I restart the whole computer to a fresh load. It will start up fine and run fine the whole time while playing. Never get any issues when running at all honestly and it runs very smoothly. It has stumped me for a bit because it just seems rather odd. I can’t even open Opera, my web browser. As long as
