Password reset

I need some general help. I am locked out of my laptop I bought used. The man sold it cheap because he couldn't use it either as he can't remember his password to his user account. I thought it would be a simple fix. I assumed I would run it in safe mode with command prompt to change the account password etc but when I select "start computer in safe mode with command prompt" it loads a black screen with a bunch of stuff I don't understand but there's no box or place to type a command to change the user pass.
