Passing WinKey to application instead of system

I am running Emacs on WSL (not emacs for windows, so there is no such variable as w32-pass-lwindow-to-system) in windows 11. My setting requires tons of keybindings related with WinKey and it would be painful to change all these muscle memories. So, I wonder is there a way to pass WinKey to application instead of system? Thank you so much for offering any helps!
