Panning Hand disables ctrl key

I often use the Panning Hand to move around on the page. While the Panning

Hand is on, ctrl-t does not work for opening a new tab. I also can't

ctrl-click to open in a new tab. None of the other ctrl key shortcuts seem

to work either.



Turning off the Panning Hand re-enables all of those abilities.



Is this intended, or is this a bug?

We don't know what you mean by 'Panning Hand'?



It sounds like the cursor that is used in non-editable PDF documents, which

are not web (HTML) documents.



Your PDF reader Addon (Adobe Acrobat?) controls the behavior of links in the

PDF document. These are anchor links (like a table of contents) that you

click to navigate within the open PDF document. You can't open these types

of links in a new tab/window for security reasons.
