Outlook Suggestions vs AutoComplete

From my understanding, Anything under the primary contacts folder would be listed in the Suggested when typing on the "to" field. One of my users has another contact folder(lets name it Contacts2) and we want this to be listed in suggested as well. But when we moved the contacts from Contacts2 to the primary contacts folder, it still doesn't get suggested. any new contacts that we create on the Primary contacts folder gets listed no problem. I looked into suggested contacts folder but it seems like this is not available anymore.

Any insight?
