Outlook emails that cannot be delivered

Recently I have been having problems sending emails to a government agency and the message I receive is from *** Email address is removed for privacy ***, where xxxx is the government agency's acronym. I use Windows 10, not Office 365. The message that I receive mentions Status code: 550 5.6.11 and has a link to this error and how to solve it. However, it seems that this will solve the problem when you are using Office or Outlook 365, but I use my Outlook from the MS Office in my laptop.Can someone tell me what is going on?
