Outlook 365 error cannot connect to server

I was having this problem with windows live mail so switched to outlook and still have issue.

Running windows 10 64 bit - office 365 fresh install

I have comcast so im using the following:

Incoming mail:

IMAP.comcast.net port 993 with SSL/TLS on Did not check SPA box.

Outgoing mail:

smtp.comcast.net Ports - i have tried both 465 and 587 with SSL/TLS and did not check SPA box.

my passwords are correct as sometimes i get connection and other times i cannot.

Questions:

Is this outlook related or firewall related? How do i get my email to consistantly connect? We have two machines in our office doing this. Both are similarly set up but each has a unique comcast email. When i call comcast they tell me its not on their end.
