Outlook 2019 can't find %LOCALAPPDATA%\Microsoft\Outlook to delete "This Computer Only" Contcts and Calendar

I have new computer and upgraded from Outlook 2010 to 2019. I have made the separate pst file and populated it successfully from backup pst's. Now I'd like to delete the "This computer only" files so I can successfully replicate to an iphone and ipad. I cant find the above referenced file. I'm working off this set of instructions:

Mail on both accounts is working fine. I've installed/migrated plenty of Outlook 2010 accounts, but this one has me stumped.
