Outlook 2016 rules not automatically running (on Office 365)

We have a problem where rules on a mailbox do not always automatically run. They work fine when we run them manually, and perhaps run automatically 10% of the time.

All emails to support@domain.com (E3 subscription) has been configured to forward to dave@domain.com (also an E3 subscription).

Dave has a rule configured on his Outlook 2016 (16.0.8201.2213) 32-bit to move all emails from support@domain.com to a folder in Dave's inbox, called Support. We cannot get this rule to work automatically!

Have tried creating the rules in OWA and making the rule run "on this computer only" and doesn't seem to make any difference.

I don't believe there's anything wrong with the way it's being forwarded (forwarding enabled via O365 Admin Center). Or the rule itself as the rule runs fine when ran manually. The issue is getting the rule to automatically run. Any pointers would be greatly appreciated thanks.
