Outlook 2016 Not Updating Shared Mailboxes

I removed myself and several users from the Full Access Permission on several Shared Mailboxes and licensed mailboxes a few days ago. These mailboxes continue to show up in all of our installations of Outlook 2016 on Windows 10 (I have feature 1809) with full permissions even after this change.

I attempted to connect to Exchange Online via Powershell and remove the permissions, but I get an error that the permission doesn't exist.

I also cannot get a new mailbox for which I have full access delegation setup via Office365 to show up in my Outlook. I used PowerShell to remove full access for my account, waited like 20 minutes, then added the permission back via Powershell, then waited some more time before re-opening Outlook to find that the mailbox is not present.

Any ideas? Is there some port that Outlook/Office 365 needs access to that would affect these settings?
